In this case, Arpeggio of Blue Steel fans may come to WoWs, and WoWs players could discover Arpeggio of Blue Steel (I did this exact thing). It's a promotional thing, since if you like one thing, you may be interested in another. Still, I would hope that there are anime loading screens for the game that are not part of a package, just as it is in WoT mods. These same ships can be found in WoWs, so the partnership could include complete re-skins. Ill leave the request on here even though I did find that the anime loading screens are part of the packages at the bottom of the mods list. It focuses more on submarines, since the main character is a sub, but most of the Fleet of Fog (the main antagonists) use surface ships, like Kongo's, Myoko's and Takao's. Well, Arpeggio of Blue Steel (the anime's name) is based around naval warfare, and the usual character developments and plots that anime's contain (I'll go more in-depth should you require it, but that should be enough to go along with).
